Low Interest Rates Because of 2012 Election Year?

This week we’ve hit record breaking lows for 30 year fixed mortgage rates and 15 year fixed mortgage rates.  Is the fact that 2012 and election year causing these low interest rates? More importantly, when the election is over will they start to go up again?
